ARUNACHAL PRADESH AT A GLANCE

Location:

Arunachal Pradesh is situated in the extreme North Eastern Part of the Country. It is bordered by the Kingdom of Bhutan to the west, the Tibet Autonomous Region of China to the north, Myanmar to the south-east, the state of Nagaland to the south and the state of Assam also to the south and south-west. It is a sparsely populated mountainous state. The total area is 83743 Sq.Km. The capital is Itanagar. Formerly the North East Frontier Agency constituted in 1951 comprising the tribal areas separated from the then Darrang and Lakhimpur districts of Assam . It became a Union Territory in 1972 and a state in 1987.

Physiography:

Most of the Arunachal Pradesh is mountainous. Its terrain consists of plateaus and ridges that separate deep valleys and the hills rise northward to reach the lesser Himalaya where ridges and spurs reach elevations as high as 3048m. further north along the Tibetan boarder lie the main ranges of the great Himalaya, Kangto near Tulang pass is 7090m high Dense Forest cover more than two-thirds of the territory.

Rainfall:

The rainfall in Arunachal Pradesh is amongst the heaviest in the country. The annual average rainfall in Arunachal Pradesh is more than 3500 mm falling mostly between April and September.

Climate:

The climate in Arunachal Pradesh varies with topography and altitude. The foothills zone is sub-tropical and has a hot and humid climate in the lower valleys, the maximum summer temperature reach 35°C while in winter the minimum temperature drops below 14°C. The average temperature decreases as elevation increase in the mountains.

The People:

There are about 25 tribal groups in the state. The most of the population of Arunachal Pradesh is of Asiatic origin and shows physical affinities with the people of Tibet and the Myanmar hill region. There are dozens of tribes and sub-tribes each with a specific geographical distribution. These tribes are integrated into independent groups having similar life style and occupation. The rural settlement pattern is scattered. The dispersed villages and isolated farmsteads are a typical feature of the state. These tribal groups speak about 50 languages and dialects belonging mostly to the Tibetan – Burmese branch of the Sino-Tibetan language family. Thus Assamese, Hindi and English are used as lingna-francas in the state.

Economy:

60 percent of the people are engaged in agriculture. Shifting cultivation is traditionally practiced in the hill. Rice, maize, millet are among the chief crops grown through Jhuming in the hills. The commercial crops grown are oil seeds, potato, ginger, sugarcane, and vegetables. Arunachal Pradesh has great unutilized resource potential including extensive forests, numerous areas for hydro-electric power production, coal, oil and other mineral deposits. However, there are no major industries in jthe state. Basketry, weaving and carpets are the important handicrafts industries. Small scale industries include rice and oil mills, fruit processing plants, forest based products, steel fabrication and sericulture. Different varieties of silk yarns including eri, dak tasar, muga and mulberry are produced here. The tribal people in Arunachal Pradesh wear distinctive garments and headdress. The art of weaving is specially important and textile design are unique to each group. Dances are an important part of community life.

Present Utilisation : Presently bamboos are used mainly in

Household works and handicraft units.

BAMBOO POLICY OF ARUNACHAL PRADESH

Recognizing the richness of bamboo occurring in the state and its vast potential in socio-economic development, the Arunachal Pradesh State Bamboo Policy envisages to develop bamboo sector in the state through a market lead community based utilization, development and conservation of the resource in forest and farm areas. The vision of the policy is for realizing the economic, social and environmental potential of the bamboo resource of Arunachal Pradesh, develop it into one of the major economic sectors of the state and provide employment and income generating activities for the tribal and the rural people. The vision will be implemented on a sustainable economic development bases so that market and ownership system not only halt the process of future degradation of bamboo resources, but lead to increase in the quality and quantity of bamboo resource to meet the present and future requirement of bamboo resources.

GOAL AND OBJECTIVES

The main goals of the policy which stem from the vision are :

Development and implementation of a sustainable community based production model with concomitant benefits for forest conservation.

Development and implementation of an economic development programme using bamboo for spurring industrial development.

Enhancing employment and income generating opportunities for tribal and rural poor using bamboo as the prime resource.

The basic targeted objectives that would govern the State Bamboo Policy are the following:

Scientific assessment of inventory of various species under cultivation and in natural stand.

Conserving the biodiversity of resource base.

Enhancing the productivity and production base of the resource to meet the expected increase in demand up to a 10% annual increase of the sustainable yield from the year 2005-06 levels.

Enabling training tools and other mechanical productivity enhancers, consolidation, distribution and marketing channels.

Developing value addition in handicrafts through improved processing product diversification, design development and enhanced shelf life to produce quality products at par with international standards and to increase the trade in home and export market by 100% in next 5(five) years.

Establishing bamboo industrial products as an economic and successful new industrial sub-sector. This includes developing Small Scale Industries (SSI) and also medium scale operations based on bamboo such as Bamboo Mat Board (BMBs). Bamboo laminates, bamboo ply, bamboo flooring and bamboo shoot processing, among others to be identified by the Bamboo Mission of jthe state in collaboration with N.E. Bamboo Mission. Smaller industries for production of chopsticks, agarbatti and baskets would be promoted at the community level.

Developing the necessary market mechanism with support towards production and marketing of finished products.

Popularizing bamboo as a cost-effective and earthquake resistant building material for housing in the state that lies in one of the high seismic zones of the country.

Arranging financial resources as may be necessary to achieve the above objectives.

Setting up of monitoring facilities and systems under the (SLSC) for fine tuning the devised plans and ensuring their effectiveness.

Approach:

The approach of the policy in achieving the above mentioned objectives would be based on the following:

Community and private sector participation in bamboo development.

Support to activities focused on conservation of bamboo resource.

Plant propagation.

Enhancement of the production base.

Management Information System(MIS), inventory and database development.

Promotion of handicrafts.

Industrial utilization and entrepreneurship development.

Bamboo utilization in building material and low cost housing.

Development of marketing and trading plan and systems.

The policy provides subsistence and livelihood security, commercially based development through IFM mechanism involvement of women and NGOs in promoting development of bamboo at grass root level conservation of the resource taping of bamboo flowering for propagation of planting materials, raising of plantation of forest areas. USF areas community holding and farm yard with appropriate financial and technical supports.

Local talent in handicraft sector and human resources development by imparting training by developing CFCs and linking them with market centres have also been envisaged the policy.

Small and medium scale industries in emerging areas of bamboo mat board, laminates, ply, tiles, furniture, edible shoot processing etc. would be promoted with appropriate incentives and linkages.

INVESTMENT AND IMPLEMENTATION

Based on the project development of bamboo sector in next 5 years the policy intends to invest about Rs.200 million to achieve meaningful sustainable development of the bamboo sector for the economic upliftment of the people of the state . The entire development process will be monitored and regulated under the State Level Steering Committee headed by the Chief Secretary and also establishing an Institutional Mechanism by creating a Bamboo and Cane Development Agency.

Abstract of Bamboo Action Plan:

In accordance with directive and decisions in the Task Force meeting of N.E. bamboo Mission , a detailed draft Action Plan has been prepared with the following provisions.

Work Schedule and Action Plan:

The project will have the following components –

Plantations.

Research and Development

Development of Industries/SSI Units/ Technology Parks .

Marketing.

In the first Phase, Plantations and R&D activities including training would be taken up. In the second Phase, other two activities, viz. development of Industries/SSI Units/ Technology Park and Marketing would be taken up. The seed money sanctioned by the NEC would be utilized from 2005 – 06 for initiating the Phase-I activity.

Phase – I :

I. Plantations: Under the National Mission on Bamboo Tchnology and Trade Development Programme, Govt. of India, Arunachal Pradesh is envisaging bamboo plantation programmes in about 42,000 hectare area in at time span of 5 years starting from 2005 – 06 till 2009 – 10 with an investment of Rs.135.4332 crores. Various kinds of nurseries both in forest areas and non-forest areas and non-forest areas will taken up in centralized and decentralized manner by the Department of Environment and Forest and by Horti-Agriculture Departments, NGOs farmers and women in the villages. Both macro and micro-propagation techniques will be employed for the production of Rs. 2,00,00,000 (two crores including 15% mortality rate) seedlings to raise 42,000 hectare plantations. These activities will be taken up in the identified areas in four selected Zones in cluster approach to feed the industrial needs.

II. R&D Components: Under this research in cultivation, propagation, tissue culture certification, bamboo flowering, monitoring, training, awareness, industrial application improved technology development programmes will be taken up. The start with, strengthening of TC facility, training and monitoring of flowering of bamboo will be taken up under the NEC fund support.

III. Infrastructure Development and SSI Units: Mean while, Infrastructure development for establishing identified industries will be taken up. Promotion of Handicrafts, Agarbatti stick making etc. will also be promoted in a phase manner in collaboration with Industry and Handicrafts Departments.

Phase – II :

Establishment of Bamboo Technology Park :

Depending upon availability of raw materials for various proposed & bamboo industries sectors. BTP will be established as per guidelines provided by the N.E. Bamboo Mission Task Force.

For any one of these industries, there must be Bamboo Plantation Zone (BPZ) of 100 hectare at the minimum. Other infrastructure like communication, electricity, etc. needs to be developed. These industries will be linked to the centralized Bamboo Technology. Park which will be a centralized facility. Details will be worked out in consultation with the N.E. Bamboo Mission Task Force in the identified areas.

Financial Target:

It is proposed to invest an amount of Rs.296.0456 crores only keeping in view of bamboo resource availability. Fund support will have to be mobilized by the State Level Steering Committee from various sources – national and international, to realize the vision. Following is the year-wise financial target.

BAMBOO POLICY OF ARUNACHAL PRADESH

Recognizing the richness of bamboo occurring in the state and its vast potential in socio-economic development, the Arunachal Pradesh State Bamboo Policy envisages to develop bamboo sector in the state through a market lead community based utilization, development and conservation of the resource in forest and farm areas. The vision of the policy is for realizing the economic, social and environmental potential of the bamboo resource of Arunachal Pradesh, develop it into one of the major economic sectors of the state and provide employment and income generating activities for the tribal and the rural people. The vision will be implemented on a sustainable economic development bases so that market and ownership system not only halt the process of future degradation of bamboo resources, but lead to increase in the quality and quantity of bamboo resource to meet the present and future requirement of bamboo resources.

Development and implementation of a sustainable community based production model with concomitant benefits for forest conservation.

BAMBOO POLICY OF ARUNACHAL PRADESH

Recognizing the richness of bamboo occurring in the state and its vast potential in socio-economic development, the Arunachal Pradesh State Bamboo Policy envisages to develop bamboo sector in the state through a market lead community based utilization, development and conservation of the resource in forest and farm areas. The vision of the policy is for realizing the economic, social and environmental potential of the bamboo resource of Arunachal Pradesh, develop it into one of the major economic sectors of the state and provide employment and income generating activities for the tribal and the rural people. The vision will be implemented on a sustainable economic development bases so that market and ownership system not only halt the process of future degradation of bamboo resources, but lead to increase in the quality and quantity of bamboo resource to meet the present and future requirement of bamboo resources.

GOAL AND OBJECTIVES

The main goals of the policy which stem from the vision are :

Development and implementation of a sustainable community based production model with concomitant benefits for forest conservation.

Development and implementation of an economic development programme using bamboo for spurring industrial development.

Enhancing employment and income generating opportunities for tribal and rural poor using bamboo as the prime resource.

The basic targeted objectives that would govern the State Bamboo Policy are the following:

Scientific assessment of inventory of various species under cultivation and in natural stand.

Conserving the biodiversity of resource base.

Enhancing the productivity and production base of the resource to meet the expected increase in demand up to a 10% annual increase of the sustainable yield from the year 2005-06 levels.

Enabling training tools and other mechanical productivity enhancers, consolidation, distribution and marketing channels.

Developing value addition in handicrafts through improved processing product diversification, design development and enhanced shelf life to produce quality products at par with international standards and to increase the trade in home and export market by 100% in next 5(five) years.

Establishing bamboo industrial products as an economic and successful new industrial sub-sector. This includes developing Small Scale Industries (SSI) and also medium scale operations based on bamboo such as Bamboo Mat Board (BMBs). Bamboo laminates, bamboo ply, bamboo flooring and bamboo shoot processing, among others to be identified by the Bamboo Mission of jthe state in collaboration with N.E. Bamboo Mission. Smaller industries for production of chopsticks, agarbatti and baskets would be promoted at the community level.

Developing the necessary market mechanism with support towards production and marketing of finished products.

Popularizing bamboo as a cost-effective and earthquake resistant building material for housing in the state that lies in one of the high seismic zones of the country.

Arranging financial resources as may be necessary to achieve the above objectives.

Setting up of monitoring facilities and systems under the (SLSC) for fine tuning the devised plans and ensuring their effectiveness.

Approach:

The approach of the policy in achieving the above mentioned objectives would be based on the following:

Community and private sector participation in bamboo development.

Support to activities focused on conservation of bamboo resource.

Plant propagation.

Enhancement of the production base.

Management Information System(MIS), inventory and database development.

Promotion of handicrafts.

Industrial utilization and entrepreneurship development.

Bamboo utilization in building material and low cost housing.

Development of marketing and trading plan and systems.

The policy provides subsistence and livelihood security, commercially based development through IFM mechanism involvement of women and NGOs in promoting development of bamboo at grass root level conservation of the resource taping of bamboo flowering for propagation of planting materials, raising of plantation of forest areas. USF areas community holding and farm yard with appropriate financial and technical supports.

Local talent in handicraft sector and human resources development by imparting training by developing CFCs and linking them with market centres have also been envisaged the policy.

Small and medium scale industries in emerging areas of bamboo mat board, laminates, ply, tiles, furniture, edible shoot processing etc. would be promoted with appropriate incentives and linkages.

INVESTMENT AND IMPLEMENTATION

Based on the project development of bamboo sector in next 5 years the policy intends to invest about Rs.200 million to achieve meaningful sustainable development of the bamboo sector for the economic upliftment of the people of the state . The entire development process will be monitored and regulated under the State Level Steering Committee headed by the Chief Secretary and also establishing an Institutional Mechanism by creating a Bamboo and Cane Development Agency.

Abstract of Bamboo Action Plan:

In accordance with directive and decisions in the Task Force meeting of N.E. bamboo Mission , a detailed draft Action Plan has been prepared with the following provisions.

Work Schedule and Action Plan:

The project will have the following components –

Plantations.

Research and Development

Development of Industries/SSI Units/ Technology Parks .

Marketing.

In the first Phase, Plantations and R&D activities including training would be taken up. In the second Phase, other two activities, viz. development of Industries/SSI Units/ Technology Park and Marketing would be taken up. The seed money sanctioned by the NEC would be utilized from 2005 – 06 for initiating the Phase-I activity.

Phase – I :

I. Plantations: Under the National Mission on Bamboo Tchnology and Trade Development Programme, Govt. of India, Arunachal Pradesh is envisaging bamboo plantation programmes in about 42,000 hectare area in at time span of 5 years starting from 2005 – 06 till 2009 – 10 with an investment of Rs.135.4332 crores. Various kinds of nurseries both in forest areas and non-forest areas and non-forest areas will taken up in centralized and decentralized manner by the Department of Environment and Forest and by Horti-Agriculture Departments, NGOs farmers and women in the villages. Both macro and micro-propagation techniques will be employed for the production of Rs. 2,00,00,000 (two crores including 15% mortality rate) seedlings to raise 42,000 hectare plantations. These activities will be taken up in the identified areas in four selected Zones in cluster approach to feed the industrial needs.

II. R&D Components: Under this research in cultivation, propagation, tissue culture certification, bamboo flowering, monitoring, training, awareness, industrial application improved technology development programmes will be taken up. The start with, strengthening of TC facility, training and monitoring of flowering of bamboo will be taken up under the NEC fund support.

III. Infrastructure Development and SSI Units: Mean while, Infrastructure development for establishing identified industries will be taken up. Promotion of Handicrafts, Agarbatti stick making etc. will also be promoted in a phase manner in collaboration with Industry and Handicrafts Departments.

Phase – II :

Establishment of Bamboo Technology Park :

Depending upon availability of raw materials for various proposed & bamboo industries sectors. BTP will be established as per guidelines provided by the N.E. Bamboo Mission Task Force.

For any one of these industries, there must be Bamboo Plantation Zone (BPZ) of 100 hectare at the minimum. Other infrastructure like communication, electricity, etc. needs to be developed. These industries will be linked to the centralized Bamboo Technology. Park which will be a centralized facility. Details will be worked out in consultation with the N.E. Bamboo Mission Task Force in the identified areas.

Financial Target:

It is proposed to invest an amount of Rs.296.0456 crores only keeping in view of bamboo resource availability. Fund support will have to be mobilized by the State Level Steering Committee from various sources – national and international, to realize the vision. Following is the year-wise financial target.
